Appropriate sentence ?

I'm copying this from ceefax

"An 18 year old man has been jailed for life for setting fire to two wheelie bins in North Devon.

Homeless Christopher Brown only caused a few pounds damage when he set fire to the bins in Barnstaple.

But judge Graham Cottle gave him an indeterminate sentence under new laws after hearing Brown threatened to commit more crimes if he was released.

Judge Cottle called it "a highly unusual case" but said he had to protect the public."

I'm I just being cynical when seeing this as another example of new laws being brought in to supposedly combat terrorism and largescale organised crime being used in the wrong context, ie, people who read out the names of war dead ?

Having a laugh seeing David Cameron asking Liberal Democrats to defect to the Tories as the Conservatives are apparently the party of liberals and eviromentalists.
