Someone stole some of my washing then they stole my washing line

I live in a 'conservation area' on the corner of a weird cul-de-sac who arrange exclusive yearly parties, and have quarterly residents meetings. At one of these meetings last year our downstairs neighbour attended for some reason and overheard someone complaining about "the people on the corner drying their washing outside" and how unsightly it was. Lol.

Then on Thursday aka the first day of the year it was warm enough to dry my clothes outside. I returned from the pub to find someone had grabbed a big bunch of the clothes & pegs and scarpered. Didn't think much of it UNTIL yesterday when I left for work I noticed someone had been back and stolen the actual washing line and all the pegs and that. Confirming my suspicions that it's a bored neighbour with a vendetta.

So. How do I:

a) find out who did it?
b) get my washing back? (not that bothered about this bit, it was 3 F&F work shirts that I bought about 8 years ago)
c) prevent it from happening again?
d) exact revenge on whichever prick it was?
