things people do in offices to appear busy when they're not

i have a colleague who often replies to group emails about work/things that need done asking really obvious or banal questions

they are *always* the first person to reply but never actually contribute to the task at hand, i'm convinced that they reply as quickly as possible to give the illusion that they have contributed to the work despite their replies containing nothing meaningful or helpful

similarly when asked in weekly meetings by management what their workload is like this same person is constantly swamped, and often runs around with what appears to be a blank bit of paper in their hand looking flustered

i'm convinced this is all an elaborate ruse to appear busy despite in terms of measurable performance her consistently being awful

the email and paper thing seem quite old school though, you lot must have something similar going on, the amount of time you piss away on here?
