Freud and people with disabilities.

The idiot Lord rather than the noted Psychoanalyst. Seemingly he is claiming that he was talking about government subsidies for people with disabilities. Two questions:
1) Does anyone have any evidence of this because the claim "if they want to work for £2 an hour then maybe..... would suggest that's not what he was talking about?
2) Would it be a good idea to subsidise workers with a severe mental/physical disability getting into a work environment? (how would the person be assessed as eligible, would it be all industries, could you gauge the quality of the work and then remove the subsidy and have the employer pay the full whack after time? Would it be open to abuse by employers, should we have just kept Remploy going? Probably)
Trolling to a minimum please folks, I'm more bothered about the second question.
