I just had an email from a charity who sold some stuff I donated to their shop

It says:

"...Legally, we are obliged to offer you the proceeds from the sale of your donated goods. If you wish to claim back this money (minus a commission of 1% plus VAT), please contact us in writing at the address overleaf within 21 days of the date of this email stating your donor reference number detailed above..."

How long has this been a thing? I mean, obviously I am not going to take them up on the offer, but why would there be a law offering me the money back? Strange law.
