Labour consider making benefit/welfare payments a human right.
Or, indeed, a "scrounger's charter" to use their own, off the record, term.
Is it possible enshrine something as a 'human right' for one person if it directly and unequivocally places a proactive obligation on someone else? I'm not sure it is.
Obviously won't happen as it would be political suicide, but would be fun to watch them try.
