Should breast enlargement surgery be allowed on the NHS?

There was some 'outrage' yesterday about a 22 year old girl who has had breast enlargement surgery on the NHS so she can be a glamour model like Jordan.

There are many out there that would be annoyed that we (the taxpayers) are footing the vanity bill of a young girl however it turns out that she had virtually no breast tissue and had very low self esteem from the age of 14.

The argument against it on Daybreak were the following:

1) Priorities - people dying on NHS and this girl is getting big jugs for free
2) Breasts aren't what makes someone beautiful...its whats in her head that counts.

I don't know where I'm going with this.
