on the radio this morning they were saying that the reason the horse is being used is because the rules were changed so that some gross recongealed meat remains scraped off discarded animal bones didn't count as real meat anymore and suppliers started looking for something cheap on the side

so is the horse from good parts of the horse?
if so is good horse better or worse than bad cow?
