My crazy neighbour is stealing my post - Advice needed

I've been having issues with the woman who lives in the flat below mine pretty much since I moved in. As well as the ridiculous volume she has her music on and the fact she only likes 4 songs, she's now started taking things delivered to me. At first it was my Empire magazines which I hadn't had since October and now she's taking my general post.

All of our post gets put in a box file at the bottom of the stairs for each of the 3 tenants to take what's theirs. I had the day off yesterday and on my way out of the building I saw a letter for me in the box so I opened and read but put it back in the box so I wouldn't have to carry it around with me; when I came back a couple of hours later it was gone but the rest of the post was still there. I confronted her about it and she didn't really say anything but eventually admitted she might have thrown it away (it wasn't important enough to root through the bins for)

The thing is she's fucking crazy. She has no job, doesn't ever leave the building and she's never had any friends of family visit in the 2 years I've been living there. The few occasions I've tried to speak to her she barely says a word but its pretty easy to tell she's really not well.

I'm not really sure what's the best way to handle it, I can't trust that she won't do it again and I have no idea what else she might have taken; I'm only realising now how little post i've received in the last few months. It doesn't seem like a big enough issue to go to the Police about, is this more of a council thing like noise abatement? Or can I just call the men in white coats to take her away?
