Is 'sexism' in sports based intrisically around physical prowess acceptable?

^That's about cycling, but it could also be about something running or shotput or longjump(though not team sports like football or hockey).

Is the lack of comparible investment in women's sport a result of an inherently sexist culture, or because, even at their most elite levels, women can not compete with men? So rather than sexism, it's a result of the fact that people are more impressed/interested in seeing a man run 100m in under 10 seconds than a woman doing it in under 11 seconds (to use a random world record example).

I make no judgement on the question myself in this opening post.
