one half of this argument says that they are not and that you are just accessing them through the spotify app

the other half says they are downloaded onto the phone and can be listened to WITHOUT internet access.

key argument point so far is that if they were downloaded onto the phone then you would be able to move them from your phone to a laptop and burn a cd with them.
