Another renting/landlord question...

First time I've asked one of these. Not rented since university, so not really up to speed on the legal stuff.

Basically, my girlfriend's (thinly veiled etc.) been without a working shower since last Thursday. She got in touch with her agency to let them know and agreed that the landlord could come around on Tuesday or Wednesday this week to sort it out. Got back late last night to find that nothing had been done - exactly as we'd left the place.

Where does she stand about getting something actually done? As I understand it, the landlord has a legal obligation to provide working sanitation (including bath or shower), but I can't find anything anywhere to suggest how quickly is reasonable to sort out getting it fixed? What's considered "reasonable" here? Presumably with the state of our housing laws in England & Wales there's no lever she can use to get them moving?
