...says Michael Heseltine. Neglects to mention any Scottish cities (or Belfast or Cardiff, etc), of course, but let's not dwell on the (no doubt intentional) Britain = England thing.

Let's focus on the positives. And one of those positives is the acknowledgment that Scotland's local government is an example of best practice - in that all local authorities should be unitary authorities.
