become a normal functioning human being?

i was watching some panorama thing on iplayer last night about some quite poor estate in blackburn called shadworth or something. bored kids running riot around parents that don't care like something by a novel written by an author i'm not smart enough to name. it's a right clusterfuck. like, for once i'm not sure what my point is. how to you make a child and then make them understand what's good rather than just have them telling you to fuck off and then going chucking bricks at a house where a guy with learning disabilities lives?
