Can people end up with a phone number that used to be someone elses? (very dull thread - you've been warned)

My phone unlocked in my pocket at work yesterday and rang someone six times throughout the day and they texted me like 'Who is this? You keep ringing me and then hanging up' and I want to apologise but I just Googled their number out of curiosity and it comes up on this site http://www.uk-num.com/uk/007/76/00763166.html next to a completely different person. I don't wanna apologise to a stranger cos there's no point. If someone has a mobile number and then they lose their phone and get a new contract etc and a new number, does the old one get given to someone else after a certain amount of time of non-use?
