a bit puzzled - why is it ok for police to have tazers/zappers, but not the scared public?

OK so the one in the news recently is more powerful, but isnt it the case that it is illegal for the public to have one?
Why?
The police do not only use them for situations when they are at risk, we see as much on tv police reality tv, when awkward drunks (who are nevertheless well pinned on the ground) are sometimes zapped to make them conform to allow them to be cuffed, therefore it must be considered that the use of them is not dangerous, so why cant the public have them?
