Hanlu

I have a question about this...it's a Chinese solar term for when the sun is at a particular point in the sky and it means 'Cold Dew' because that's what they get when the sun is there (it's around the beginning of Oct). But what I need to know is, our Hanlu is their Hanlu too right, because if the sun is at a particular place (something longitude) then it's there no matter where in the world you are, right? But we might not get the cold dew then, we might get it a bit later or earlier because of where we are, yes? Or no?

I need to know because I think this might be a special time of year for me, where crazy things happen!
