Should we be worried about a North Korean launch?

For a country that cannot feed its people launching a satellite might not be a good idea, especially seeing as the US was willing to give them plenty of food if they called off the launch. These food rations would be beneficial to North Koreas propaganda as they have promised their people that they would be a large economic power and they would relate the increase in food to economic stability.

The fact that they let media film the launch site might mean that it is a peaceful launch.

BUT WHAT IF IT'S NOT?
Should North Korea be allowed to launch satellites?
