Salt and (not pepper)

Why are salt and pepper paired together? What makes pepper so special? Salt is important because it changes the taste of the food (so should be classed alongside vinegar and stuff), but pepper just masks taste with something else. Why not cumin? Or coriander? Or chilli flakes?

Over-condimenting food before tasting is a sin.
