Audio conversion question (exciting!)

I've got some audio that isn't a high enough bit rate for Bandcamp.

It's 16000hz / 512 kbps (whatever the shit that means) but it needs to be 44100hz / 1411kbps.

If I change the bit rate in Audacity, it makes the track higher in pitch and compressed in size / time or something.

If I change it via export>options and then save it as another format, none of them work.

Anyone got any suggestions of how I increase the bit rate so bloody bandcamp will accept it?
