Warning: Rather Complicated Maths Query / Puzzle

Well it is for me. I need some kind of formula or calc that is a bit like a weighted average or something. Basically, here’s the problem:

Person A has applied for a bonus once. They got rejected. Rejected %=100

Person B has applied FIVE times for a bonus, all rejected. Rejected %=100

But obviously Person B has a worse deal than Person A.

So how do I reflect that statistically? A simple percentage doesn’t do it as they're both 100%.

Anyone got even the fucking foggiest?
