Who doesn't like pulling back their bed to investigate a weird smell to find a huge mouldy mould growing up the wall on Valentine's Day?

But seriously, my room is above the stairwell in this block of flats and the builders clearly skimped on insulation for the floor in the 70s or whenever. I can't leave clothes on the floor overnight or they're wet in the morning. Can I petition the council for this? Or my landlord?
