Job/wages question

Fiancée has been working for a company for coming up on two years now. Her starting salary was quite low - £15.5k, I think - but she got a percentage of commission on what she sold and after a year she got a £2k raise.

The company has just employed someone new, starting to do effectively the exact same job as her. However, her starting salary is £19k plus commission, PLUS they'll give her an extra £250 a month for the first three months as it's unlikely that she'll be getting any commission whilst she's learning the ropes.

Fiancée is understandably annoyed! New girl's starting salary is greater than her salary after two years, despite them doing the exact same job. In fact, fiancée is doing more - she's in charge of the online shop now and is putting forward all sorts of suggestions on how to grow it.

What should she do? Approach her direct boss about it (he's a bit of a dick and doesn't hold the purse strings anyway)? Approach her area manager (who's rarely about anyway)? Suck it up?
