So do I interpret the intent of the Telegraph's revelations about Cable correctly?

Am I right in thinking that the net result of this is to encourage MPs to never ever, under any circumstances, be open and honest with their constituents?

And, if so, could someone explain to me how that's a good thing for UK politics? It seems the media criticise politicans when they lie but make damn certain they can't afford to tell the truth.

PS I felt this was sufficiently different to OTP's point to warrant its own thread. I may be wrong.
