Why is the tory party cutting police numbers, at a time when crime is going to rocket?

I thought the tory party were always keen to try to emphasise that they belived most of all on 'tough on crime' and 'more police'

and yet, preceeding a period where there is obviously going to be a vast increase in 'incidents'
(civil unrest, more poverty/destitution accompanied by absolute hatred because people now know that some 'have' and some 'have not' and they now know it is often not down to 'merit' (bankers etc)....so many people will become desperate and they will know that others are more culpable and yet they are relatively well off.....this is an incitement and will be a significant 'cause of crime) )

so why are the tories cuting police on such a huge scale?

have they worked out that the sums dont add up and so they are trying to hand all responsibility off the govs hands so that they can go and 'retire(fortify)' with the bankers on the channel islands, and watch (with regret) the UK slide into African standard of state calamity?
