Total long shot.

I heard it a while back, it's got this weird lazy lop-sided mid-tempo kind of new wave guitar riff and sounds like it was from the early 80s, not an early 80s imitation.

I thought it was Ten Pole Tudor when I heard it (they have done some awesome tunes amongst the novelty stuff). But checking on the web I can't see it anywhere.
Then I thought it might've been The Monochrome Set. It kind of sounds like a cross between those bands.

Not much to go on I know, but worth a shot.
