Built it myself. You'll just need PHP 5.2 and MySQL 4. It's quite basic in form but clever in the background. You can update everything from the back end section, mailing list stuff, etc. I think it basically covers anything you'd need and it uses the Smarty templating system so it can easily be adapted to suit any design on top of the data.
